The Institutional Imperative

No amount of private enterprise or foreign aid can compensate for weak public institutions. Governments set the rules, build the infrastructure, and administer the public services that either enable or constrain private sector growth.

My national-level work addresses the systemic bottlenecks inside public administration, designing digital government infrastructure and policy frameworks that enable governments to serve citizens effectively.

Four Pillars of National Transformation

Our public-sector and policy interventions focus on four strategic areas:

01. Digital Government Innovation

Public-Sector Digital Transformation

Conceptualizing and deploying modern digital infrastructure, including citizen communication platforms, employee welfare mobile applications, digital helpdesks, and automated case management systems for government Ministries, Departments, and Agencies (MDAs).

02. Policy Architecture

From Welfare Handouts to Economic Participation

Developing intellectual and policy frameworks (such as the HEMPE Poverty Framework) that assess multidimensional poverty across Health, Education, Marketplace, Power, and Economic participation, transitioning social intervention programs into pathways for productive economic contribution.

03. Institutional Change Management

Overcoming Bureaucratic Inertia

Technology is only 20% of the transformation equation; the remaining 80% is institutional culture, stakeholder alignment, and capacity building. We train desk officers, redesign Standard Operating Procedures, and align civil service leadership around service delivery excellence.

04. Global South Vision

African Economic Transformation

Designing long-term innovation, entrepreneurship, and industrialization blueprints in partnership with international development institutions, regional economic bodies, and national governments across Africa and the Global South.

Public-Sector Experience & Advocacy

Between 2018 and 2021, Chojo consulted with the Office of the Head of the Civil Service of the Federation (OHCSF), contributing to digital initiatives that modernized communication and employee welfare services for Federal Civil Servants.

As a public advocate, he has appeared on national platforms including Channels Television to contribute strategic perspectives on poverty alleviation, food security, social development, and institutional governance.
